On December 30, 2020, there were further hearings held in Georgia on the subject of election fraud in the 2020 presidential election—this time held in the Georgia State Senate.

The hearings themselves ran for a total of about five hours, but one witness in particular, inventor and image technology expert Jovan H. Pulitzer, delivered a testimony so shocking that Georgia lawmakers were beside themselves.

They immediately voted to order a full audit of absentee ballots in Georgia’s Fulton County as a result.

Pulitzer’s Testimony and Forensic Techniques

Ever since Election Day, there has been a great deal of talk about Dominion Voting Systems, the shady voting machine company with all sorts of indirect links to a wide-ranging host of nefarious parties from Hugo Chavez and the Venezuelan government to the Chinese Communist Party.

It has been strongly suspected—and a great deal of statistical and other indirect evidence appears to support this—that Dominion’s voting machines purposely manipulated votes to allow Joe Biden to squeak out victories in key states where he was far behind Trump on election night.

Although there is evidence that Dominion’s machines were illegally connected to the internet on Election Day, it has not been possible to examine Dominion’s code directly to determine whether the machines were deliberately programmed to carry out fraud.

Pulitzer, however, devised a technique to circumvent all of these problems and quickly and easily determine whether and how much fraud had occurred.


He said, “I have no regard for the smoking mirrors of how the machines work, the hidden stuff in the code, or how this machine is supposed to be programmed. If the machine worked according to programming none of us would be standing here. We’re here because something broke. So I’m saying, ‘I don’t care about the machine.’ I don’t even care about the code that was written in the machine. What I care about is that physical artifact. And you know what? That physical artifact has material differences from district to district that should not be there.”

In short, Pulitzer used his testimony to explain that voting machines that scan ballots leave behind certain “kinematic artifacts” of the ballots they have scanned. Machines save images of each scanned ballot. All proper mail-in ballots had been folded, and so there should be kinematic evidence of folding and creases in the machine’s ballot images of those ballots.

Fraudulent mail-in ballots, however, were never folded, and so their ballot images should contain no such kinematic evidence.

Pulitzer explained all of this and then said that software can be written to compare the kinematic evidence in ballot images to actual physical ballots to determine which ballots are genuine and which ones are fraudulent.

Five-hundred-thousand ballots can be counted and compared this way in a mere matter of hours.

Georgia Lawmakers’ Reactions

Stunned by Pulitzer’s testimony, Georgia lawmakers immediately passed a resolution ordering a full audit of all absentee ballots in Georgia’s Fulton County using Pulitzer’s forensic technique. Absentee ballots were, of course, all sent in by mail, and so, if genuine, should all contain kinematic evidence of having been folded. Ballot images without such evidence would be fraudulent.

Of course, even if such an audit were conducted, supporters of President Trump and believers in election integrity need to be careful. Georgia’s previous “audits” have largely been sham proceedings in which observers have not been allowed. Work must be done to ensure that no such thing happens this time.
