General Michael Flynn Says That Allied Foreign Intelligence Services Have Evidence of Foreign Interference in the U.S. Election

In a discussion on December 18 with Fox Business host Lou Dobbs, Lieutenant General Michael Flynn declared unequivocally that he believes there to be significant evidence of foreign interference in the 2020 U.S. election.

Not only this, but General Flynn also says that foreign intelligence services allied to the United States were observing the U.S. election on November 3, 2020, and found evidence of foreign interference. They are willing to share that evidence with President Trump.

To make clear precisely which foreign powers are said to have interfered, Flynn declared, “We are in an information war, and probably the principal nemesis is China.”

Flynn’s bombshell declaration comes in the wake of a series of devastating hacks of critical U.S. infrastructure in which foreign parties are strongly believed to have played an important role. The Department of Energy and the National Nuclear Security Administration, which oversee the U.S. nuclear weapons stockpile, were the targets of one of these hacks. Also targeted was SolarWinds, an IT contractor that supplies software to a wide range of government departments.

SolarWinds’ software is also used by Dominion Voting Systems, raising concerns that the foreign actors that hacked SolarWinds may also have gained access to Dominion’s voting machines and interfered with the results of the 2020 U.S. election.

The CEO of Dominion, John Poulos, has denied that his company uses SolarWinds software, but screenshots of certain webpages on Dominion’s website, which have since been altered, showed references to SolarWinds. There are also references to SolarWinds in the source code of those webpages.

“SolarWinds is an entry point into the rest of our entire US critical infrastructure,” Flynn said. “So everything that touches the US government, if you enter through the SolarWinds attack that we perceive … you basically have the keys to the vault.”

Elaborating, Flynn added, “So when we talk about our election security, Lou, I think that this is all part of it because there is a relationship between the SolarWinds attack which has basically penetrated our entire critical infrastructure as well as our election securities.”

Together, Flynn’s comments on these hacks and the specter of foreign election interference raise the possibility that President Trump may invoke Executive Order 13848, which he originally signed in September of 2018.

The order stipulates that the Director of National Intelligence must submit a report to the president and a group of key advisors on the subject of foreign interference in an American election. If sufficient evidence is found, the order gives the president broad powers, allowing him to seize the assets of anyone believed to be associated with the intervening foreign power and declare a state of emergency.
